Need frost on whitetail mount

I have a customer who wants frost going down the back of his
deer shoulder mount. What is the best way to recreate this?
I hope someone can help me on this one. THANKS

The only way I know short of tipping individual hairs with clear contact glue and sprinkling artificial snow on it is to spray the glue lightly and quickly over the area. Then dust it with WASCO artificial snow. BUT warn your customer he has created a big problem for himself. The glue, aside from its inherent stickiness has created static electricity which will attract every dirt molecule in his house. When he brushes away dust, he brushes away frost, but the glue stays to stick something else. These mounts need to be inside glass cases to inhibit dust attraction.
