I always used potassium permanganate for staining bleached antlers. I believe that Research Mannikins and WASCO carry it. If you can't find it under the chemical name, look for antler stain in the various catalogs.

wipe down entire antler with acetone
1st coat=use 1/8 teaspoon of potassium permanganate in3 oz of hot water and apply with tooth brush briskly and let dry-wipe lightly with a damp rag
to high lit=aply second coat and lightly wipe
subsequent coats use 1 teaspoon to 3oz of hot water for more highlights
