Buffalo Hide very"Stiff"?

Wondering if anyone knows how to soften up a New Buffalo Hide I bought recently. Taken in 1999 it has been fully tanned but for some reason, this Hide is very "stiff"? Thanks for any help? Al

It may well have been tanned but not thinned enough

I suppose you could probably rehydrate it with water and a bit of fabric softener and take it a little thinner on a fleshing machine.
And then "break the hide again once it dries.
Prior to doing this I would personally consult with Bruce Rittle or some other professional tanner.
