Javalina question

I have a javalina that has a problem. I'll try to explain it the best I can and hope it makes since.
Above it's nose and on it's chin, it's crusty. I thought at first it was just dirty, but when I washed it I realized that it was something else. If I scrub off the crusty stuff then the shorter hairs come off with it. There is some hair underneath and around the little bumps, but not enough to cover if I go ahead and scrub it all off. It's like lots of tiny scabs with hair in them and new skin and hair underneath. Don't know what it is or what caused it. Maybe from eating cactus and being stuck with prickly pears caused a reaction. I've done several javalina but never seen this before. I'm wondering if all that "loose" crusty stuff will fall off or if it will mount o.k. Anyone have a clue as to what it is and how to handle it?
