Why this on deer is giving me problems with the lower jaw? The neck size on the form is correct 19" as with the eye to nose 7 1/4", so why is the lower jaw seem to be 2" longer than the mouth on the form? and I can't try to spead the slack out there is just to much skin! The issue is its an open mouth mount and the mouth work is already done! So I can't try to modify the form. Plus wouldn't the thing look like its smiling if I cut it (form) back?

You probally over stretched the hide pulled foward and shaved the skin thin enough to give you all that extra skin that will go away if you taxie the skin.
Mount the deer and get the mouth and the skin where it needs to be. During the drying process you will have to work the skin day in and out to get it to back where it belongs.
Another reason could be the deer your mounting had big jowls and you'll get extra skin from that. You can clay in the areas to make it look as if it had them. Have plenty of reference for this.
