African skulls & white powder

I just received a shiipment of african capes and skulls. These came to me directlly from Flora and Fauna. Upon opening the crate, all were packed in plastic. Outside and inside the plastic and all over the capes and the horns-skulls was a white powder. Does anyone know what the powder is that is used in treating these things? Also in the past, the horns have always been removed from the cores when I receive them- however this time the horns were not removed- will the cores be properlly treated to kill any type of organisms that could be brought in this way? These animals were killed in september and I just received them. Does anyone know how long it will take to boil a cape buffalo thats dry that longin order to pop that horns.\? Will a lot of the boss be lost boiling them a long time? Thank you to anyone who can shed some light on any of these questions for me.
