Would someone please tell me the best way to attach an elk skull to a plaque?

Drill a hole in the bottom, up into the brain cavity, insert, a 3/8" bolt, and fill the brain cavity with an epoxy, or bondo and fiber glass resin, with chopped fiber glass cloth. When it sets up, you can drill a hole through the plaque, then drill a counter sink hole in the back so you can put a washer and nut on it to hold it it place, if the bolt is to long, take it off the plaque, and cut it off, and the place it back on the plaque.
Works great but the butterfly nut inside the brain cavity then run the bolt thru the panel and tighten to snug
