I have already gotten the horns off the skull and cut the core but I cannot get the bugs out of the horns. So far I have scrubbed them inside and out with hot water and Dawn. I poured steaming hot water in the horns and little worms came out. I filled the horns with steaming hot water and let them soak until the water was lukewarm. Now I have Borax in the horns. What else can I do to get the bugs out? And also the stink? I have already hit the search button and didn't get the answers I am looking for.

Keep the borax in there for a while, then clean it out, let them dry, and then coat em' liberally with Georges horn & oil polish (50% Turpentine:50% Linseed Oil) after they dry and they shouldn't stink.
is a while? A week or so in the borax should be ok?
it should have done all it is going to do after a week. After oiling the horns, they will need to set for a few days to allow the excess oil to drain off prior to mounting.
