why does mod poge not dry clear. It allway has before. does it go bad. help if you can

I notice the build up around the rim of my bottle is not clear, but white in color, I brush the modpodge on spareingly and brush it out thin, I dont want it to build up to thick, it looks like plasti-coat then.
It is just an idea. I will try some thin apoxie, then pressing a flat sheet of papertowel to make a slight impression then brush on thin coat of envirotex.
