how was the snow scene made

i am looking to find out how the snow scene was made on the cover of the latest Breakthrough mag. i am interested in doing a peice like this but i am not sure of the best method. i really liked how the snow looked

It looks like water soluble snow

If you have a WASCO catalog, look on page 180 and see how the base was likely made. I suspect that's not WASCO snow because it looks too "plastered". With the water soluble, you simply mist water on the arrangement and sprinkle the "snow" on to it. Personally, I like WASCO snow but it gives a "fresher" "dry snow" look. I know Al Holmes Supply carries the water stuff, but I'm not sure who else has it.
