Are bear cubs/skins legal?

Someone has a dressed skin of a bear cub he wants to just give me. I doubt he tanned it. I don't know the species, but it has reddish-brown fur and looks about the size of med dog's pelt. It would make a nice throw or wall hanger, but I've heard it was illegal to hunt/kill cubs, but don't know if that also makes possession of a proc. skin also illegal.

In PA, we have a 3 day season, while people are encouraged not to harvest cubs, they are legal. By our november season, they average
between 80 lbs est. live weight depending on the sex and number of cubs in the litter. Since we do not allow baiting, and often times
the hunter does not have sufficent time to evaluate the size of the bear( time that baiting offers), cubs are sometimes harvested.
