I am considering selling an older Kodiac Bear rug. I am wondering if there are any specific legal issues or restrictions regarding selling or shipping this either locally in the U.S. or abroad. Thanks.

They cant be sold in some states like NC.Go to the search,someone brought this up not too long ago and there was some states listed where its not legal.
Sold in means, sold in, not mailed to.
Be very careful when considering where they can be sold. If they can be sold in North Carolina that does not mean they can be mailed from another state to NC. It means you have to be in NC. Call your fish and wildlife office to ensure you don"t get in what might be serious trouble. For example it is legal to sell parts of black bear in PA, but not in Alaska, in order for a person in Alaska to sell a black bear skull, they need to physically travel to PA and sell it.
