Stretched beaver pelt

I recently skinnned a beaver, measured the carcass length and circumference, and ordered a form that was within 1/2" of the carcass measurements. After receiving the hide from the tannery the circumference of the hide is consistent with the carcass measurement but the hide is now 5" longer than the form. I had a similar experience with a skunk I tanned myself. What is the cause of this lengthening? Also the beaver is to be a standing mount. What do I do with the excess belly skin given the hunched back giving a much longer dorsal length compared to the ventral length? Thanks for the help.
