What about a dried out tail

on a Fisher, can I soak it a salt water solution? Any Ideas

Salt water is never a good solution by alone. Bacteria grows in salt water. Just look at the Oceans.

Get some Stop Rot and inject it! In a couple hours it will loosen the skin up, so you can remove the tail.

You can freeze it after about four hours and that will loosen the tail up more.
