I was looking at an old taxidermy bk from the library where the author mentions sewing up the mouth instead of tucking the lips, what exactly does this entail? Is this a good method?

As your handle implies, stick to newer methods in this case. Yes, it was common long ago to sew the lips together on gameheads. With todays modern forms it's far better to leave the lips separate and tuck them into lip slots in the form.
