I am doing a coyote rug with an open mouth. I was wondering if it was ok to pin the innner lips down to the form with super glue, because that is what I have.

You have a couple of options.
#1-Dremmel a groove around the lip line and tuck the lip skin into the groove (use super glue or Zap-A-Gap to hold).
#2- Fold the lip skin over the form to the edge of the jawset and secure with your super glue.
If you use super glue, you won't have to pin the skin...it will stay put.
