I think a #1 skull is perfect, no cracks, missing teeth, the nose plate is intact, etc.
A #2 skull has minor inperfections, such as a chipped or missing tooth, the nose bones may be damaged.
A #3 skull may have several missing teeth, discoloration, chips, bone loss, missing nose plate, etc.

Dont quote me on this, but that's what I think:D

I have always preferred #1 skulls (they display much better), but that one is up to you.

Thanks
