tiger skin. legal to sell?

is it legal to sell a tiger skin that was taken from india in 1958 and has a CITES Pre-convention certificate.

I'm not real up on that stuff.having the certificate has to help.Some of that stuff can only be sold within your State.It would be safest to check with US Fish and Wildlife.
