I want to make some cymbal mutes for my drum set so i can practice silently at night. I would apply it just to the whole top area of the cymbals. When dry i am hoping i could just peel it off and put back over cymbals as mutes.Will this work?

Try it on a small area to see if it peels easy.
You might try using 100% silicone in a caulk tube if it doesn't have to be perfectly smooth. Might last longer and be tougher than latex.
Resi-Last makes a substance called "CymbiSilent" specifically for the mutation of cymbals. It comes with a kit to design molds for your particular cymbal size (18", 22", 46", etc.). The only downside is that so many people contracted respiratory conditions from using it that it's out of production, so it won't do you any good. You could try Silly Putty and frisbees to quiet your drums on those dateless nights. I'm sure they still make those (except I haven't seen Silly Putty in awhile). Really, anything will do, just use your imagination. Sounds like that's all you might be using tonight anyway!
