rehydrating prior to tanning

I have two deer skins that have been heavily salted. Ears are turned,
and lips split. However the skins were not properly fleshed. Is there
a safe way to rehydrate these enough to scrape before shipping to the tannery.
I really don't want to send them to the tannery like this. This customer was
just trying to help out, someone showed him how to split the lips and
turn the ears, which saves me time, but he didn't take the time to flesh the skin.
Any suggestions would be helpful.

Charge him extra!

If you are sending that cape to the Tannery, They will charge
you between $8-$15 extra for fleshing that hide.Call the Tannery and
ask what the charge will be and add it to the customers Bill.
