Just wondering if this is common or did I mess up. On the last 2 bears I tanned the under coat combs out. I can pull on the main hair and it doesn't pull out, so I don't think it's slipping. It's like it's shedding. The bears were killed late June could it be if they have started rubbing it will still shed even after tanning?

You hit the nail on the head, it's already loose, and will continue to be. Some will be so bad, once you comb it out, all that will be left is the long stringy hair, use your own judgment on how much to comb.
You'll also notice on shedding bear, the coat has lost it's shine, and the hair will have a dull dry look. Rubbing the mount down with Hair Sheen will help some.
