Yes, you want to rinse the baking soda out of the cape then dry.

Now that I have liqua tanned it, it seems to have sweat alot of moisture on the hair. Could I rinse this now after it has been tanned?

wash

I always wash my liqua-tan skins in dawn dish soap and luke warm water to cut some of the extra tanning solution left on the hair then throw it in a washing machine on spin cycle to get the excess water out of it, then tumble to desired moisture content. If you dont have a tumbler that is fine.
