what would cause this?

got a deer cape back fron the tannery, it was a long hair mule deer cape ~2" hair. this buck was killed in november and was skinned out prepped and salted with in a day of kill hair was set good. got back from tannery rehydrated and hair was loose and epidermis slipping around eyes could bacteria have been introduced to the cape at the tannery?
