Can liqua-tan wash out of a hide? If so,how long must it penetrate before it won't wash out?

Like most tans if you boil it, it will wash out but if it has a complete tan it won't. The best thing to do is a 24hour tan. This way you know for sure it has a complete tan. After that you may see some excess, that's ok. Just wash the cape in pert shampoo, twice I like and then rinse well and tumble in the clothes drier with plenty of old towels. Make sure you set it on cool.
