I have a deer hide that I want tanned, but I don't want to pay to get it done. I have found tanning instructions, but they don't say if the hair stays on or off. If someone could email me a good and easy set of instructions I would greatly appreciate it.

If you do home tanning, you have to purchase the kit and invest the time to tan the hide yourself. Either way, you are going to pay something.
Do you know tanning processes? If your browser supports the orange button feature, search "tanning deer hides" and see what you come up with.
The orange search button is on the left in the Taxidermy.net forum.
There is no easy tanning process that I know of. Hair on or off they all take time, effort and bit of money.
But do not in any way be disscouraged. If tanning is somthing you want to do, go for it! Just be aware of what it takes.
