I think I finally got my loose hair problem on liqua-tanned capes solved (I hope!). I still do the same things I always did, salt drying, pickling, etc. The only things I did differently were to add basacryl NBKU to the rehydrating bath (since I leave the cape in there for 10-12 hours), and before mounting I washed the cape with Kemal 4 solution instead of shampoo. The hair looked great and was tight insted of loose during and after mounting.
Thanks to Mark from Knoblochs for giving me tips to refine my tanning process.
I love this forum, the tips I've picked over the years are invaluable. I am envious of all you full time guys.

Thats the problem.
Salt over night, hang in front of a fan to dry, rehydrate for a couple hours using Bas., pickle under 3.0 pH, shave, paint on L-tan, dry infront of a fan, then rehydrate by using 1/2cup Tide-five gallons water and working the skin in the solution until soft. rinse well and a light tumble, mount.
