An ELK cape in completely salt dryed, but it is "shedding" hair. What is the best way to handle? what product to "set-hair"?

Have done a few Elk, but do not claim to be an expert. One thing I do know,like whitetails,the hair is hollow, and literally snaps off at flesh level while handling. I try to keep my handling and tumbling to a minimum with the deer family, but will still loose some hair, not a lot, but some.
