I want to know what would happen if i don't bring the ph. u on the skin after i took the deer cape out of the formic acid and shaved it for the second time. i then forgot to bring the ph. u on the skin then i put the McKenzie tan on it. Will it be ok?

Twice you wrote "bring the pH u on the skin". Do you mean up? If so the answer is yes, you should have neutralized the skin so that the pH is compatible to the tan so as to be able to bond. That said, I dont believe the skin is ruined, and most likely wont crack, but it may shrink more than usual.
