I recently bought a whitetail cape for a shoulder mount. When I thawed it out to rough flesh it, I noticed some spots around the edges that were dryed out and hard. Do I need to be concerned? If so, what do I need to do? As of right now, I have the first salting on it. Thanks for any info!

This is probably freezer burn, and you will solve the problem when you rehydrate and sweat the cape. Those areas may take a bit longer to soften.
If you have a needle and syringe try injecting those areas with water directly to speed it up.
