I purchased a full coyote pelt off ebay. This was to be tanned, when I received it, it seemed to be tanned, but now I have bugs crawling on the flesh side, they look similar to maggots but dark brown and seem to shed hard shells? What can I do do correct this problem.

throw it away! those are dermestid beetles. dont let them near your clean mounts ,they are nearly impossible to get rid of.
Freezing will kill them. Spraying with pyrethrins will kill the larval and adult stage. Retanning will kill them.
did you purchase it from that way the rest of us won't buy from them.
