Is there any way to hinge a coyote skull so it can open and close easily? I would like to preserve it while drilling as little holes as possible.

Best thing you can do is drill through both parts of the hinge and secure with a loose ring of wire. If you want to be able to open and close the jaw and have the parts attached, you also have to secure them in such a way that they don't come apart, get dropped and cause damage. Personally, I do not do this as someone examining the skull can fit the jaws together to see how they mesh or inspect each part individually.
