I use wet tan for all my shoulder mounts. I've noticed on dry tan that holes and cuts tend to get much larger and harder to repair verses the wet tan.

I've always used a antibacterial dish soap with a hand full of salt to wash my hides. Not sure about the dawn for hides.
Used it for years and never had a problem.
Rasp it down then hit it with some 80 grit sand paper. Make sure you stretch your hide before you test fit, you may not have to alter at all.
Are you sure its the tannery? The one I use stays away from those areas. Like mentioned on the lips hair to hair works and use a two part epoxy...
I mix vermiculite and drywall plaster. Use it from making rocks to skull capes. You can get it at Home Depot
Are you making sure the bird is facing in the right direction as your fleshing? If not that wheel can grab the quills and tear holes in the bird.
