Using pencils?

Can pencils be used over a "fungicidal sealer"? Or, should I apply them before sealing it? It doesn't seem like it would adhere or work because it'd be too slick. Am I wrong?

I always use pencils before sealing for the very reason you mention. But, if you miss something and have to go back over the sealer, it'll adhere - you just need to rub pretty hard...

If you have to shoot a coat of clear flat and the pencil will work. I ran into the same broblem.
  5. Hit it with workable fixative. It gives a surface that is not a slick coat. I use it when I'm layering color. It will set a pigment and allow for another layer.

I always seal each layer with a matte clear. That way penciils, powders and liquid scales go on much easier.
