What is the best way to create a clear water splash using artificial water? I'd like to get a wave like appearance with ripples, etc to it.

Depending on the amount of ripple you want. Use plexiglass as your pool surface. Then, pour a thin coat of artificial water on it and allow to set for a while...20-30 minutes. You can then take a wooden dowel and drag through the artificial water in ripple patterns. These will be small ripples, not waves. Take a small piece and play with it before doing your real work piece.

I have been told that wax paper and Ziplocs can be used. Could you elaborate with that?

Yes, you can use those to manipulate the resin as it is setting up.
