What's my options, they appear hard and I can't find any soft spots.
I am thinking strip off all the remaining velvet and send the off , for artificial velvet
  2. It is possible the smell is not just from the velvet. If it is just coming out of velvet there could still be blood in the antler and that could be the source of your smell as well.

Once they start stinking the velvet must go. You could get them preserved, but the odor will still be there, and eventually attract bugs. Peel and re-flock!
  5. Get them in salt/alum ASAP.
