    Colored pencils or paint? The color values are looking right on .Will be a good one.

    Colored pencils. Lyra Rembrandt Polycolors to be specific.

    Well they have a nice paint like quality to them.

    That's because they're oil based as opposed to wax based like most colored pencils.
