I am about to mount a cow cape buffalo. My question is do I rebuild the horns before mounting or after. And is it normal to be missing almost 3" of horn?

After, yes, cooked horns shrink. Rebuild after skin strip has dried.

3" are a lot. probably they lost some skin too, and maybe add some hairs can be nice. If you can have 1 or 2 field photo, you can use them for reference so you can have a better idea of what you have to replace. Be aware, don't make a unnatural "boss" at the cow.
