Migratory Bird Permit

    Okay, so I have a couple questions regarding the acquisition of a migratory bird permit. First, I asked a guy at game and fish how I should go about my application and he said online (not the most helpful answer, but I'll take what I can get for now). The issue is, the website isn't letting me access the portal to actually submit it once it's filled out, so I guess I'll be submitting it old school.
    My first question is if there is a specific office I should send my application to, and how I should go about that exactly.
    The second aspect here is that I am forming a partnership with a local (private) K-12 school in order to start a collection (on site) of bird skins and mounts for their natural sciences programs. This would include songbirds, non-eagle raptors, basically any local species covered by the permit that I would be able to salvage. I plan on getting the special purpose possession permit for education, and am willing to put in the hours conducting the educational programs required under the permit, as I have experience doing live animal programs at the same school. This permit allows you to add salvage to the permit without acquiring a separate salvage permit. Am I going about this correctly? Also, do I need a taxidermy permit in addition to the education permit?

    Yes you need a state permit to validate the federal. In Minnesota it's 48$ for a general taxidermist permit , the fed is done by regional issue. Example Bloomington Minnesota is the upper Midwest region. Your on the right track. I had to call and get in contact with the office and mail it in also , the website would not work either.

    thanks! Im in Arkansas so no state permits needed, I'll figure out my regional office and call
