I understand that a hide should be broken as it is in it's final drying stages. Can you cntinue to break a dry hide, or is it better that it still have moisture in it? If it dries too far, what's the best way to rehydrate enought to continue breaking?

Break it in while it is semi dry if at all possible. You will need to add a tanning oil while it dries to aid in the break-in process and to prevent the hide from totally drying out. You might want to look into this manual as it covers the in's and outs of breaking in leather.

When is the correct time to oil? When the hide is drip-dried for an hour or so, or does it take longer?

let them drip dry over night the oil, be sure to rinse them with tap water after you take them out of the tan.
